Best result

Add the PDF that Publisher exports (File → Export → Create PDF), with the same file name, in the same drop. The converter reads exact colours, table lines, picture crops, columns and line breaks from it. Not “Print to PDF”: that one is only a picture.

Good to know

Install the document’s fonts on the computer that opens the PowerPoint. PowerPoint can’t wrap text around pictures, so text that flowed around an image is placed beside it.
